Zen Seizaki of Tokyo District Public Prosecutors Office stands out among his colleagues as an exceptional public prosecutor in Shiniki District of Tokyo. Zen was assigned a case involving false advertisement. Together with Atsuhiko Fumio, Zen investigated Japan Supiri, a pharmaceutical company which had submitted false clinical research results about their new drug to them. While investigating Shin Inaba's file as an anesthesiologist associated with the crime, Zen finds a page stained with blood, hair and skin from all over his own body scribbled all across it - along with an allusion to the letter F on every sheet! As his investigations proceed further, the case becomes far more complex, testing his sense of justice as well as knowledge of truth.

Zen becomes aware of a hidden plot behind the current mayoral election and discovers connections to many involved people who he didn't anticipate would play such an instrumental role - including close family and close acquaintances who seem involved with both matters. His investigation becomes ever more intense as corruption and deceit swirl behind these matters: election itself; establishment of Shiniki District and mysterious woman associated with all this is revealed as well.
